Decision taken by the Cabinet of Ministers at its meeting held on 05.12.2017
01. Subject – Increase domestic dairy products through creating dairy farming entrepreneurs (Document No - 05)
Proponent – H.E. the President Maithripala Sirisena
Description - It has been proposed to create about 10000 entrepreneurs who can produce a minimum of 100L of milk daily by providing necessary knowledge and resources to selected youths. It has been decided to implement a pilot project in Kandy District and to expand it to other areas on its success.
02. Obtaining funds to implement the second phase of Mahaweli Water Security Investment Programme (Document No – 08)
Proponent – H.E. the President Maithripala Sirisena as the Minister of Mahaweli Development and Environment
Description – It was decided to obtain funds of USD 210 million from Asian Development Bank to implement the above project.
03. Providing concessionary Loans for students to follow degree courses (Document No 10)
Proponent – Hon. Prime Minister Ranil Wickremesinghe as the Minister of National Policies and Economic Affairs
Description - As per a budget proposal for 2017 a programme has been implemented to grant loan assistances up to 1.1 million and it was decided to add another LKR 75,000/- per year for other expenses and the total Loan amount will be increase as follows.
- 03 year degree – LKR 1,025,000 /-
- 04 year degree – LKR 1,100,000 /-
04. Facilitating establishment of an internationally recognized College of Business in Sri Lanka (Document No 14)

Description – Barkley University of California in USA has agreed to establish the above college in Sri Lanka as a non-profit organization which also provides opportunities to students with economic difficulties. The College is to be established in Gampaha District.
05. Establishment of a 400 MW Natural Gas Power Plant in Hambantota (Document NO 15)
Proponent – Hon. Prime Minister Ranil Wickremesinghe as the Minister of National Policies and Economic Affairs
Description - Above power plant with the objective of providing electricity to industrial zone to be established in Hambantota will be implemented under the Partnership of Ceylon Electricity Board and China Machinery Engineering Corporation which is nominated by the Government of China.
06. Obtaining Financial Assistance of the Government of Hungary for Development projects (Document No 16)
Proponent – Hon. Prime Minister Ranil Wickremesinghe as the Minister of National Policies and Economic Affairs
Description - It has been approved to sign agreements for obtaining 149 Million Euros from Hungary Export Import Bank for following projects.
01. Bingiriya – Udubaddawa water supply project (53 million Euros)
02. Construction of flyovers in Kohuwala, Kirulapona and Yangalmodara (52 million Euros)
03. Court Management Electronic System (32 million Euros)
04. Railway Crossings Security Project (12 million Euros)
07. Enter into bilateral air services agreements with Tanzania, Rwanda, Azerbaijan and Poland (Document No – 18,19,21)

08. Enacting laws to prevent illegal touts in airports (Document no – 22)

Description – It was decided to publish the bill drafted to amend the Civil Aviation Act No 14 of 2010 and to present in parliament for approval on the above purpose.
09. Increase teledrama, films and Commercial Programmes tax (Document No – 29)
Proponent – Finance and Mass Media Minister Mangala Samaraweera
Description – It was decided to present the Gazette Extraordinary No. 2044/21 dated 07.11.2017 in parliament for approval which was issued under Finance Act No. 11 of 2006 on the above purpose.
10. Granting lands on lease basis for an aquaculture project to bread the species of chanos chanos (Document No 35)
Proponent – Fisheries & Aquatic Recourses Development Minister Mahinda Amaraweera
Description – Above species is used for baits as well as for human consumption. Most of its annual requirement is imported and to save a large amount of foreign exchange it was decided to provide a land of 12.14 hectares in Bangadeniya of Puttalam District owned by Sri Lanka Aquaculture Development Authority for the above project.
11. Improvement of road infrastructure and construction of a school auditorium for plantation community (Document No 44)
Proponent – Upcountry New villages, Infrastructure and Community Development Minister U. Palani Thigambaram.
Description – Road section from Abbosly to Brodock in Hatton area to be improved.
12. Improvement of existing network infrastructure in Parliament of Sri Lanka (Document No -46)
Proponent – Telecommunications & Digital Infrastructure Minister Harin Fernando
Description – It was decided to follow the government procurement procedure to select a suitable company for supply of equipment and services required for above project implemented by ICTA.
13. Rehabilitation and re-implementation of Mailiddi Fisheries Harbour in Valikamam, Jaffna. (Document No – 54)
Proponent – Hon. Prime Minister Ranil Wickremesinghe as the Minister of National Policies & Economic Affairs
Description- Above harbour area was released for its activities in July 2017 with the Peaceful Situation in the area and it was decided to do required rehabilitation activities in this regard.
14. Improvement of National Holiday Resorts (Document No – 55)
Proponent – Tourism Development and Christian Religions Affairs Minister John Amaratunge
Description – It was decided to redevelop NHRs in Anuradhapura , Nuwara Eliya, Bandarawela and Kataragama to increase their tourist attraction.

Cooperative Society with 120 market stalls. It has been decided to
implement this project at a cost of LKR 200 million and to sign an

20. Subject - Providing Solar Power System for Public institutions under “Surya Bala Sangramaya Programme” (Document No 65)

Description - It was decided to award contracts for installation of Solar Power Systems to Institutions recommended by standing Cabinet appointed Procurement Committee for installing them in 63 government hospitals, 13 government schools and one divisional Secretariat.

Description -It was decided to utilize unused money allocated to ministries to continue above activities.
24. Effective planning of public investments and programmatic project preparation facility (Document No -75)

Description –It was decided to enter into a financial agreement with the World Bank for obtaining funds of USD 4 Million in this regard.
25. Continue payment of monthly house rent allowance of LKR 50,000/= for house owners evacuated due to land slide in Meethotamulla waste dump (document No-78)

Description – It was decided to grant this house rent allowance for two months for 72 families till their resettlement.

27. Undertake emergency heart surgeries in Private Hospitals (Document No- 82)
Proponent – Hon. Prime Minister Ranil Wickremesinghe and Health, Nutrition & Indigenous Medicine Minister Rajitha Senaratne
Description – A heart surgeries in National hospital have been suspended due to renovations in these operation theatres and it has been decided to do emergency heart surgeries in private hospitals on government expense and to do the renovation activities with immediate effect.
28. Short term measures to reduce cost of living (Document No- 84)
Hon. Prime Minister Ranil Wickremesinghe pointed out that essential food items have been increased due to bad weather prevailed in the country and it was decided to take following measures to provide ample supply of essential food items to market.
• Facilitate any private institution or CWC to import rice under the direction and supervision of General Treasury.
• Import of coconut products required for industries and general consumption under the supervision of Plantation Industries Ministry
• Appoint a Committee of Officials to give proposals on granting further concessions for farmers whose cultivation has been destroyed due to bad weather.
