Decisions taken by the Cabinet of Ministers at its meeting held on 07.01.2019
1. Hosting the 18th Conference of the parties to the Convention on International Trade in Endangered Species of Fauna and Flora (CITES) (Document No.06)
This Conference is planned to be held at Bandaranayaka Memorial International Conference Hall from 23rdof May 2019 to 3rd June 2019 with the participation of nearly 4000 representatives from 183 countries. The Cabinet of Ministers Approved the proposal presented by Hon. John Amaratunga, Minister of Tourism Development , Wildlife and Christian religious Affairs to pay Rs. 230.37 million to obtain the Conference Hall , other buildings and relevant services.
2. Presentation of Gazette Notification Issued under the Excise Ordinance for parliamentary approval (Document No.08)
The Cabinet of Ministers approved the proposal presented by Hon. MangalaSamaraweera, Minister of Finance and Mass Media to present the Excise Notice issued in accordance with section 22 (3) of Excise Ordinanceand published in Extraordinary gazette No.2091/50 dated 03.11.2018 for parliamentary approval.
3. Revising Inland Revenue Act No.24 of 2017 in order to grant tax concessions (Document No.09)
The Cabinet of Ministers approved the proposal presented by Hon. MangalaSamaraweera, Minister of Finance and Mass Media to amend the Inland Revenue Act No.24 of 2017 in order to grant tax concessions.
4. Extension of Polduwa by road from Suhurupaya to KanaththaRoad(Document No.17)
The Cabinet of Ministers approved the proposal presented by Hon. PataliCahmpikaRanawaka, Minister of Megapolis and Western Development to secure Rs. 328.63 million provisions to complete phase II of the road proposed to develop connecting Dematagoda and Outer Circular Road.
5. IncludingLaw as a Sub Unit under the Civic Education Subject Stream (Document No.20)
The Cabinet of Ministers approved the proposal presented by Hon. ThalathaAthukorala, Minister of Justice and Prison Reforms to appoint a committee consists of experts in Education, Justice , Law fields and representatives of respective institutions to conduct a study and present a report on including Law as a Sub Unit under the Civic Education.
6. Procurement of MedicalEquipments in order to develop Panadura Base Hospital (Document No.23)
The Cabinet of Ministers approved the proposal presented by Hon. RajithaSenarathne , Minister of Health and Indigenous Medicine to award above contract to M/S GTEC-IGO[ GmbH in Germany for Rs. 106.40 Million Euro under recommendation of Standing Procurement Committee appointed by the Cabinet of Ministers.
7. Completing the remaining Constructions of proposed five story building at District Secretariat Mathale(Document No.24)
The Cabinet of Ministers approved the proposal presented by Hon. WajiraAbeywardhane Minister of Internal and Home Affairs and Provincial Councils and Local Government to award above contract to M/s Micro Constructions (Pvt.) Ltd, the original contract Company in accordance with the recommendation of procument committee appointed by Cabinet of Ministers.
8. Development of the 4 km distance in Pitipana – Thalagala Road, from Pitipana Junction to Data Centre in Dampe Road (Document No.25)
The Cabinet of Ministers approved the proposal presented by Hon. PataliChampikaRanawaka, Minister of Megapolis and Western Development to award above contract to Finite Lanka (Pvt) Ltd under the recommendation of standing procurement committee appointed by the Cabinet of Ministers.
9. Construction of Kottawa to Mahenwatta New Access Road fromHighlevel Road near Walawwatta to Diyagama Road near Katuwana(Document No.26)
The Cabinet of Ministers approved the proposal presented by Hon. PataliChampikaRanawaka, Minister of Megapolis and Western Development to award above contract to M/s Hoveal Construction (pvt) Ltd for Rs. 713 million, under the recommendationof standing procurement committee appointed by the Cabinet of Ministers.
10. Construction of Water Control Gates for Channels in order to control Floodsoccur in Colombo Area (Document No.28)
The Cabinet of Ministers approved the proposal presented by Hon. PataliChampikaRanawaka, Minister of Megapolis and Western Development to award above contract to M/s DGES-RR-INDOEAST Joint Venture for Rs.609.6 million, under the recommendationof standing procurement committee appointed by the Cabinet of Ministers.
11. Kolonnawa Channel Turning SchemePhase I(Document No.28)
The Cabinet of Ministers approved the proposal presented by Hon. PataliChampikaRanawaka, Minister of Megapolis and Western Development to award above contract to E &C –R R Joint Venture for Rs.859.5.6 million, under the recommendationof standing procurement committee appointed by the Cabinet of Ministers.
12. Kolonnawa Channel Turning Scheme Phase IV(Document No.29)
The Cabinet of Ministers approved the proposal presented by Hon. PataliChampikaRanawaka, Minister of Megapolis and Western Development to award contract of Kolonnawa Channel Turning Scheme Phase IV Project to E&C - R R Joint Venture for Rs.1,431.68 million, under the recommendationof standing procurement committee appointed by the Cabinet of Ministers.
13. Design and Building of St. Sebastian South Water Pumping Station (Document No.30)
The Cabinet of Ministers approved the proposal presented by Hon. PataliChampikaRanawaka, Minister of Megapolis and Western Development to award above contract to M/s China Geo Engineering Corporation under the recommendation of standing procurement committee appointed by the Cabinet of Ministers.
14. Development of KirimandalaMawatha(Document No.31)
The Cabinet of Ministers approved the proposal presented by Hon. PataliChampikaRanawaka, Minister of Megapolis and Western Development to award above contract to A.m.S.K. – G.C. Joint Venture, for Rs. 358.9 under the recommendation of standing procurement committee appointed by the Cabinet of Ministers.
15. Awarding the Consultancy Service contract of St Sebastian South Water Pumping Station (Document No.33)
The Cabinet of Ministers approved the proposal presented by Hon. PataliChampikaRanawaka, Minister of Megapolis and Western Development to award above contract to EPTISA Servieios de Ingenieria of Spain, under the recommendation of standing procurement committee appointed by the Cabinet of Ministers.

Notification No. 2080/31 dated 17.07.2018 for removing conditions to release motor vehicles from the Sri Lanka Custom on or before 30th April 2018, Notification No. 2082/11 dated 31.07.2018for Amending Excise Duty on Cigarettes,Notification2082/10 dated 31.07.2018 forAmending Excise Duty on Motor Vehicles over 1000cc Engine Capacity, Notification 2083/2 dated 06.08.2018 To limit the concessionary termsfor vehicles imported based on the letter of credit established on or before 01.08.2018, Notification 2088/2 dated 10.09.2018 forIntroducingTourist VAT Refund Scheme,Notification 2088/25 dated 11.09.2018 for introducing a minimum value for Tourist VAT refund scheme, Notification No 2089/20 dated 18.09.2018 removing Removal of VAT on importation of sugar.
17. Getting Parliamentary Approval for Gazette Notifications published under Special Commodity Levy Act No 48 of 2007 (Document No.62)
The Cabinet of Ministers approved the proposal presented by Hon. MangalaSamaraweera, Minister of Finance and Mass Media to present 15 Gazette Notifications published under special commodity levy act No 48 of 2007 for parliamentary approval.
18. Presentation of Gazette Notification issued under Ports and Airports Development Levy Act No.18 of 2011(Document No.06)
The Cabinet of Ministers approved the proposal presented by Hon. MangalaSamaraweera, Minister of Finance and Mass Media to present extraordinary gazette notification No
2019/34, dated 11.07.2018 issued under section 3(3) of Ports and Airports Development Levy Act No 18 of 2011 for parliamentary approval.
19. Resubmission of Appropriation Bill for financial year 2019 to the Parliament(Document No.65)
The Cabinet of Ministers approved the Proposal presented by Hon MangalaSamaraweera, Minister of Finance and Mass Media to present the Appropriation Bill for financial year 2019.
20. Providing relief for people who affected by Floods disaster in Northern Province (Document No.66)
The Cabinet of Ministers Approved the proposal presented by Hon. RanjithMaddumabandara, Minister of Public Administration and Disaster Management to secure funds for reconstruction of the damages occurred in infrastructure facilities and public buildings, for providing relief with respect to damaged cultivations and livestock due to the flood disaster in Northern Province.
