Decisions taken by the Cabinet of Ministers on 06.08.2019

  1. Memorandum of Understanding between the Government of Sri Lanka and Government of Nepal on Science, Technology and Innovations. (Doc No  08)

The Cabinet of Ministers approved the proposal presented by H.E. the President upon the request of Non Cabinet Minister of Science, Technology and Research to enter into a memorandum of Understanding between the governments of Sri Lanka and Nepal based on equality and mutual benefit with the intention of establishing partnerships in the field of  Science, Technology and Innovations. 

 

  1. Compensations for damaged houses caused by flood in 2016. ( Doc. 10)

The cabinet of Ministers approved the proposal presented by Hon. Prime Minister to provide  Rs. 20,000/= allowance for  8,879  house units as recommended by the Divisional Secretary, Kolonnawa and to provide necessary funds to the Ministry of Public Administration, Disaster Management and livestock development.

 

  1. Reduce Green House Gas emissions in the energy sector by 2030 in accordance with the United Nations’ Paris Agreement on Climate Change   (Doc 17)

According to the Paris Agreement, Sri Lanka is bound to reduce its GHG emissions by 20% by 2030 in comparison with year 2020. The Cabinet of Ministers considered the facts presented by H.E the President on the importance of making decisions based on recommendations and observations made through a scientific environmental assessment process in compliance with the National Environmental Laws, in case, non-renewable power plants are being built for power generation in the 2020-2030 decade

 

  1. Establishment of  the Institute of Environmental Professionals       (  Doc 18)

Mr. Harashana Rajakaruna, Member of  Parliament has submitted  a personal MP bill for the establishment of the Institute of Environmental Professionals in Sri Lanka. The Cabinet of Ministers approved the proposal presented by H.E. the president in his capacity as the Minister of Mahaweli  Development and Environment to present the said bill , amended by the legal draftsman upon the recommendations of the  Attorney General,  to the parliament.

 

  1. A deferral period for the payment of Tourism Development Levy with respect to the institutions registered under the Sri Lanka Tourism Development Authority   (Doc  20)

The Cabinet of Ministers approved the proposal presented by the Minister of Tourism Development, Wildlife and Christian Religious Affairs, to grant 6 Month deferral period from January 01, 2019 for the payment of Tourism Development Levy and to to recover the lease amount in 12 equal installments.

 

  1. Allocation of land in Yala Palatupana Tourism Zone to the brother association of  One Nature company         (Doc  21)

 The Cabinet of Ministers approved the proposal presented by Hon. Minister of Tourism, Wildlife and Christian Religious Affairs to allocate a 7 acre land in Yala Palatupana to the brother Association of One Nature (Pvt)Ltd on 50 year lease basis.

 

  1. Submission of the Gazette Notification issued under the Excise Ordinance for Parliamentary approval     (Doc.  24)

The Cabinet of Ministers approved the proposal presented by Hon. Minister of Finance to present the gazette Notification No. 14/2019 that published in Gazette Notification No. 2128/30 dated June 30, 2019 for parliamentary approval.

 

  1. Establishment of Assisted Reproductive treatments Unit at Castle Street Women’s Hospital    (Doc  27)

The Cabinet of Ministers approved the proposal presented by Hon. Minister of  Health, Nutrition and Indigenous Medicine to  secure fund  to establish an assisted reproductive treatment Unit  in a  new two storied building at Castle Street Women’s Hospital  .

 

  1. Allocation of land portions in Information Technology Park, Malabe to the Laboratory Research Institute of Sri Lanka and to the University of Peradeniya.         (Doc   31)

The Cabinet of Ministers approved the proposal presented by Hon. Minister of Megapolise and Western Development to cancel the decision taken by cabinet to provide 1 Acre  6.40 perch land portion of the total land  to IESL College of Engineering Pvt Ltd on 30 year lease basis. And to provide the same land portion to the Laboratory Research Institute of Sri Lanka and in addition to this, to provide 2Acre 7.90 Perch land portion to the University of Peradeniya.

 

  1.   Use of  glyphosate to deactivate the  germination ability In flowers and ornamental plants exported to Australia, to Control of White Leaf Disease in Sugarcane and to control coconut leaf wilt disease in    (Doc  35)

The Cabinet of Ministers approved the combined proposal presented by Hon. Minister of Plantation Industries and the Minister of Development Strategies to import 32,215l glyphosate and distribute via Cypetco Company subjecting to the conditions of the committee of experts.

 

  1. Compensation paid to beach seine fishery industrials who are affected by the construction of Kalamatiya Fisheries Harbor  (Doc  38)

The Cabinet of Ministers approved the combined proposal presented by Hon. Minister of Agriculture, Livestock Development, Irrigation and Fisheries & Aquatic Resources Development and the Minister of Finance to secure funds to compensate 28 Beach Seine Owners (Rs. 5 million per each) who are affected by the construction of Kalamatya Fishery Harbor.

 

  1. Prevent Dividing Large Prawn farms into small farms            (Doc  43 )

The Cabinet of Ministers approved the combined proposal presented by Hon. Minister of Agriculture, Livestock Development, Irrigation and Fisheries & Aquatic Resources Development to suspend dividing lease expired large prawn farms in to small parts, at the time of allocating such a farm allocate a minimum of 4 acres for each farmer and make the recommendation of Aquaculture Development Authority  a compulsory condition for this.  And to take necessary action not to use large prawn farms in any other activities other than aquaculture.

 

  1. Establishment of a New Trilingual Mix-School in Mirigama.            (Doc 53)

The Cabinet of Ministers approved the proposal presented by Hon. Minister of Education to secure funds for necessary constructions and other developments to commence the academic activities in February 2020.

 

  1. National Policy on Sri Lanka Volunteer Service          (  56)

The policy approval of the cabinet of ministers was given to the proposal presented by Hon. Minister of Primary Industries and Social Empowerment to the drafted National Policy on Sri Lanka Volunteer Service and to draft  necessary bills in this regard.

 

  1. Construction of Surgical Wards and Theater Complex in District General Hospital, Monaragala   (Doc    64)

The Cabinet of Ministers approved the proposal presented by Hon. Minister of Health, Nutrition  and Indigenous Medicine to construct  Surgical Wards and Theater complex for Monaragala District.

 

  1. Providing Urban Infrastructure Facilities for 25 Local Government Institutions through Secondary Cities Sustainable Development Program implemented under the financial funds of Asian Development Bank. (Doc 67)

The Cabinet of Ministers approved the proposal presented by Hon. Minister of Inland and Home affairs, Provincial Council and Local Government to award the contract of  detailed planning and Consultancy  contract of this project to Resources Development Consultants (Pvt ) Ltd and IPE Globle  Limited (IPEG), India.

 

  1. Widening and Improvement of the first two kilometers in Mathara – Hakmana (B 275) Road  Doc  68

The Cabinet of Ministers approved the proposal presented by Hon. Minister of Highways, Road Development and Petroleum Resources Development to award this contract to M/s Mega Engineering (Pvt.Ltd.

 

  1. Awarding 5 Civil Work Contracts in Northern Province under the Second Combined Road Investment Program funded by the Asian Development Fund. (Doc 72)

The Cabinet of Ministers approved the proposal presented by Hon. Minister of Highways ,Road Development and Petroleum Resources Development to award these contracts as follows.

67.64 km rural roads reconstruction/improvement/ Maintenance  package in Jaffna District  to WKK Engineering Co.(Pvt) Ltd in joint venture with World Kihatsu Kotyo Company Ltd. (Japan) 

71.81km  road  reconstruction, Improvement and Maintenance  contract package in the same Dsistrict  to China State Construction Engineering Corporation. Pvt.Ltd

60.31 km road reconstruction, Improvement and maintenance  contract package in Kilinochchi District to Sri Ram Construction

60.31 and 56.3 road reconstruction, Improvement and maintenance contract package in Mannar District to K.D.A. Weerasinghe and Company 

  1. Getting buses with modern facilities that are easy to use for SLTB

- 2019 Budget Proposal No143                    (Doc  74)

The Cabinet of Ministers approved the proposal presented by Hon. Minister of Transport and Civil Aviation to procure Air Conditioned busses with modern facilities using Rs. 1500 million provisions allocated by the Budget 2019.
