DECISIONS TAKEN BY THE CABINET OF MINISTERS AT ITS MEETING HELD ON 08-11-2016

cabinet01.    Creating a special purpose vehicle in the treasury for the low income group and middle income group home ownership programme (Document No – 07)

It is expected to build 620,000 houses by the year 2019 with the view of providing 120,000 houses for low income families and 500,000 houses for middle income families under the above programme. Accordingly, considering this programme as a national priority, the proposal made by Hon. Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs, to establish a special task unit under the general treasury to obtain necessary approvals immediately and to complete the programme within the due timeframe, was approved by the Cabinet of Ministers.

02.    A new act to strengthen coast guard activities (Document No – 08)

The task expected from the Department of Coast Guard which has been established by the act no. 41 of 2009, is seen difficult to be performed within its present institutional structure. Accordingly, considering the timely needs, the proposal made by H.E. the President Maithripala Sirisena, in his capacity as the Minister of Defence, to prepare a new act by repealing the act no. 41 of 2009, to establish the above department as a more powerful law enforcing authority, was approved by the Cabinet of Ministers.

03.    Obtaining funds to implement the Katana Water supply project (Document No – 13)

The approval of the Cabinet of Ministers has already been granted to implement the above project with the view of providing more safe drinking water to residents in Katana Divisional Secretary's Division. The proposal made by Hon. Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs, to enter into loan agreements with China Development Bank and Bank of Ceylon to obtain required funds, was approved by the Cabinet of Ministers.


04.    Obtaining funds to implement the Thambuttegama Water supply project (Document No – 12)

The approval of the Cabinet of Ministers has already been granted to implement the above project with the view of providing more safe drinking water to 42 Grama Niladhari Divisions in Thambuttegama and Galnewa Divisional Secretary's Divisions. The proposal made by Hon. Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs, to enter into loan agreements with China Development Bank and Bank of Ceylon to obtain required funds, was approved by the Cabinet of Ministers.

05.    Obtaining additional funds for Kaluganga Development Project (Document No – 14)

Kaluganga reservoir, which is constructed with the view of providing 100 million cubic metres of water to Moragahakanda Reservoir and developing a new irrigation area of 3,000 hectares under the above project, is expected to be completed in 2018. The scope of the project has been changed due to previously unrevealed geographical statuses and its cost has been amended. The proposal made by Hon. Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs, to discuss with and enter into an agreement with the Opec Fund for International Development to obtain the additional funds in this regard, was approved by the Cabinet of Ministers.

06.    Memorandum of Understanding between Sri Lanka and Sudan on bilateral consultation (Document No – 18)

The proposal made by Hon. Mangala Samaraweera, Minister of Foreign Affairs, to sign the above MoU between the Ministries of Foreign Affairs of Democratic Socialist Republic of Sri Lanka and Republic of Sudan, with the view of strengthening friendship and cooperation between the two countries, was approved by the Cabinet of Ministers.

07.    Improvement of surgical/medical units of Karapitiya Teaching Hospital, Galle (Document No – 22)

Karapitiya Teaching Hospital which is the main hospital in Galle District provides its services to adjoining districts as well as provinces. It is comprised of 60 wards and 1,838 beds and 24 specialized service units are in operation. The proposal made by Hon. (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine, to construct a new ten storied building at an estimated cost of Rs. 1,401.7 million by establishing an Orthopaedic Unit, Plastic Surgeries and Burn Unit, 02 ENT Units, Gastro-Enterology and Genito-Urology Unit, Vitreo-Retinal Unit and facilities for treating Paediatric heart patients, and kidney diseases and eye diseases increasing the number of beds from 300 and enabling performance of 130 additional surgeries, was approved by the Cabinet of Ministers.

08.    Development of Vijaya Kumaratunge Memorial Hospital, Seeduwa (Document No – 23)

The proposal made by Hon. (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine, to implement the following two (02) projects, to develop the above hospital, was approved by the Cabinet of Ministers.

Expand and modernize the building which the office and clinics are located at an estimated cost of Rs. 35 million.


Construction of a six storied building to locate Accident and Preliminary Care Unit, medical and surgical wards, second ophthalmic ward, diabetes treatment centre, Intensive Care Unit, Laboratories and X-Ray Unit, rooms for Doctors and accommodation for Nurses at an estimated cost of Rs. 1,431 million. 

09.    Development of 100 temples in North and Eastern Provinces (Document No – 28)

Many of temples in North and East are facing difficulties with lack of drinking water and essential infrastructure and with their limited number of donors they are not in an economic status to achieve them. Accordingly, the proposal made by Hon. Wijayadasa Rajapaksa, Minister of Buddha Sasana, to develop sanitation facilities (lavatory facilities) in 100 selected temples using Rs. 20.24 million donated by Rev. Ming Sheng, Chairman of Gwandoon Buddhist Association, China, was approved by the Cabinet of Ministers.

10.    Guidelines to provide safer temporary protection to women victimized in violence (Document No – 31)

In addition to providing legal assistance, counselling and medical services, to women victimized by domestic violence, rape, and sexual smuggles there is a need to maintain temporary protection centres. The first protection centre by the government was established in 2012 and subsequently several others have been established in provincial level. Private Centres are also maintained with the assistance of Government Hospitals, Police and NGOs. The guidelines for maintaining such protection centres were presented by Hon. Chandrani Bandara, Minister of Women and Child Affairs, and were approved by the Cabinet of Ministers.

11.    Improvement of the press in Department of Examinations Sri Lanka with modern technology (Document No – 32)

The Department of Examinations hold about 270 examinations annually and more than 16,000,000 papers required in this regard are printed in the departmental press. It should be renovated to print papers with good quality and without errors. Accordingly, the proposal made by Hon. Akila Viraj Kariyawasam, Minister of Education, to purchase digital printing machines and equipment at an estimated cost of Rs. 530 million, was approved by the Cabinet of Ministers.

12.    Making of legislations for calling nominations again for Puthukkudiyiruppu and Muhudubadapaththu Pradeshiya Sabha (Document No – 33)

The Local Government Elections in above Pradeshiya Sabhas in Mullaitivu District was to be held on 17-03-2011 but has been postponed time to time. However nominations are still valid. As some candidates have died and some candidates who presented nominations under the under 35 category have aged beyond 35 years there is a need to call for nominations again. Election for these two local governments should be done under proportional system according to provisions of the Local Government Elections Act but it has been observed that they should also be done under the new mixed system.  Accordingly, the proposal made by Hon. Faizer Mustafa, Minister of Provincial Councils and Local Government, to direct the Legal Draftsman to draft legislation for enabling the re-call of nominations and holding the election in new mixed system based on divisional system, was approved by the Cabinet of Ministers.

13.    Relocation of landless idp families in welfare centres (Document No – 35)

There are 971 families still in welfare centres in Jaffna District and 682 families of them are landless families. Steps have been taken to resettle 462 families out of them in alternative lands and lands should be identifies to resettle 220 families. As there are less state lands in Jaffna it has been proposed to purchase private lands of 20 perches for each family. The proposal made by Hon. D.M. Swaminathan, Minister of Prison Reforms, Rehabilitation, Resettlement and Hindu Religious Affairs, to allocate Rs. 88 million to purchase lands through the Jaffna District Secretary, was approved by the Cabinet of Ministers.

14.    Construction of Baddegama, Wanathawilluwa, Meegahathenna and Katupotha Police Stations (Document No – 37)

A programme is being implemented to construct Police Stations with modern facilities to provide a better service. The proposal made by Hon. Sagala Ratnayake, Minister of Law and Order and Southern Development, to build new buildings for aforesaid Police Stations which are being located in old or rented buildings at an estimated cost of Rs. 370.3 million, in addition to improvement of existing Police Stations in 2017, was approved by the Cabinet of Ministers.

15.    Construction of Peradeniya Police Station (Document No – 38)

The development of Peradeniya Police Station was to be commenced in 2008 but have been delayed due to various reasons. Accordingly, the proposal made by Hon. Sagala Ratnayake, Minister of Law and Order and Southern Development, to construct the Peradeniya Police Station to suit present day needs at an estimated cost of Rs. 141 million, was approved by the Cabinet of Ministers.

16.    prohibiting of importing cinnamon into Sri Lanka and amendment of re-export procedure (Document No – 39)

The Ceylon Cinnamon has been praised in world market due to its unique taste, colour and smell. However, re-exporting of cinnamon of other countries from Sri Lanka has been reported recently which has caused unfavourable situation on Ceylon Cinnamon. Accordingly, the proposal made by Hon. Daya Gamage, Minister of Primary Industries, to prohibit the importation of cinnamon to Sri Lanka and considering the importance of reviewing the re-export procedure, to appoint a Committee of Officials to amend the 'Temporary Importation for Export Processing' procedure, was approved by the Cabinet of Ministers.

17.    Development of Arrivals passenger terminal at Bandaranaike international Airport, Katunayake (Document No – 41)

The proposal made by Hon. Nimal Siripala de Silva, Minister of Transport and Civil Aviation, to award the contract for construction of new immigration hall and electronic mall at the BIA as recommended by the Standing Cabinet Appointed Procurement Committee, was approved by the Cabinet of Ministers.

18.    expansion of departure public concourse at Bandaranaike international Airport, Katunayake (Document No – 42)

The proposal made by Hon. Nimal Siripala de Silva, Minister of Transport and Civil Aviation, to award the above contract as recommended by the Standing Cabinet Appointed Procurement Committee, was approved by the Cabinet of Ministers.

19.    Supply of 10 diesel electric locomotives to Sri Lanka Railways (Document No – 44)

The proposal made by Hon. Nimal Siripala de Silva, Minister of Transport and Civil Aviation, to award the above contract for procurement of 10 diesel electric locomotives under the Indian loan scheme, as recommended by the Cabinet Appointed Negotiation Committee, was approved by the Cabinet of Ministers.

20.    central Expressway – construction of section from Mirigama to Kurunegala (Document No – 45)

The second section of Central Expressway runs from Mirigama to Kurunegala with a length of 39.29 km. The contract in this regard has been divided into four (04) packages and the proposal made by Hon. Lakshman Kiriella, Minister of Higher Education and Highways, to award these packages as recommended by the Cabinet Appointed Negotiating Committee, was approved by the Cabinet of Ministers.

21.    Improvement of infrastructure of government universities (Document No – 46)

The government has given the utmost priority to secure quality education in government universities by improving their infrastructures. Accordingly, the proposal made by Hon. Lakshman Kiriella, Minister of Higher Education and Highways, to implement infrastructure development projects in Bhiksu University of Sri Lanka, Wayamba and Ruhuna Universities and Sripali Campus of the University of Colombo and the Trincomalee Campus of Eastern University at an estimated cost of Rs. 2,670 million, was approved by the Cabinet of Ministers.

22.    Renovation of the Cardiology Unit in National Hospital, Sri Lanka (Document No – 48)

The Cardiology Unit of National Hospital serves to heart patients all over the island and the renovation of the unit has already been approved by the Cabinet of Ministers. After the commencement of renovation activities, considering the proposals made by Consultant Cardiologists the estimate has been amended by including the instalment of Central Air-condition System and other essential tasks. The proposal made by Hon. (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine, to implement renovation activities of the Cardiology Unit under the amended estimate of Rs. 186.32 million, was approved by the Cabinet of Ministers.

23.    Tender for purchase of antibiotics for government hospitals (Document No – 49)

The proposal made by Hon. (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine, to award the tender for purchase of 19,000,000 no. of Co-Amoxiclav tablets BP 625 mg or Amoxicillin and Clavulanate Potassium Tablets USP 625 mg for government hospitals as recommended by the Standing Cabinet Appointed Procurement Committee, was approved by the Cabinet of Ministers.

24.    Tender for supply of 30,000 vials of human immunoglobulin for IV use BP, 5-6g vial (Document No – 50)

The proposal made by Hon. (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine, to award the above tender as recommended by the Standing Cabinet Appointed Procurement Committee, was approved by the Cabinet of Ministers.

25.    Procurement for supply of 7,000,000 sets of disposable intravenous solution giving sets for single use (Document No – 51)

The proposal made by Hon. (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine, to award the above tender as recommended by the Standing Cabinet Appointed Procurement Committee, was approved by the Cabinet of Ministers.


26.    Supply and installation of operation theatre/icu equipment for epilepsy unit at the national hospital of Sri Lanka (Document No – 52)

The proposal made by Hon. (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine, to award relevant procurement to relevant bidders as recommended by the Standing Cabinet Appointed Procurement Committee, and to re-call bids for equipments which bids have not been presented and for those that price increase has been requested, was approved by the Cabinet of Ministers.

27.    Construction of a new seven storied building in Ananda College Colombo (Document No – 54)

he cabinet has already approved the construction of the above building by removing the five storied Moor Building which has faced the threat of sinking.  Accordingly, the proposal made by Hon. Akila Viraj Kariyawasam, Minister of Education, to award the relevant contract as recommended by the Procurement Appeal Board and Standing Cabinet Appointed Procurement Committee, was approved by the Cabinet of Ministers.

28.    'Recent Economic developments: Highlights of 2016 and prospects for 2017' report of the central bank of Sri Lanka (Document No – 60)

The proposal made by Hon. Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs, to submit the above report in parliament to facilitate annual budget discussions, was approved by the Cabinet of Ministers.

29.    Establishment of two regional Consular offices in Matara and Jaffna (Document No – 62)

Cabinet already approved the establishment of two consular offices in Matara and Vavuniya. However, the political authority in North has pointed out that many of the people who need consular assistance is in Jaffna District. Accordingly, the proposal made by Hon. Mangala Samaraweera, Minister of Foreign Affairs, to establish the Consular Office in Jaffna instead of Vavuniya, was approved by the Cabinet of Ministers.

30.    National Policy on constructions (Document No – 63)

The proposal made by Hon. Sajith Premadasa, Minister of Housing and Construction, to accept the National Policy on Construction and its implementation mechanism prepared by the National Advisory Council on Constructions under the provisions of Construction Industries Development Act no. 33 of 2014 with the view of providing strategic leadership for all parties in construction field, encouraging sustainable development reforms and improvements, promotion of low cost and environmental friendly building materials and systems, suitable research promotions, compilation of standards and norms and promote constructions overseas, was approved by the Cabinet of Ministers.
